I am afraid I don't have enough information on what you are trying to achieve. Is your question 'where are labor requirements determined?' or 'what process determines the amount of resources required?' then the answer is Plan and scheduling processes determine these. (Scheduling processes ca be found as level 3 processes within Source, Make, Deliver or Return depending on the area of focus).
As an example:
The labor requirements for a Manufacturing-type process (i.e. Make in SCOR) are determine din Plan Make. Specific orders maybe assigned to the available resources in the (level 3) Schedule Production activities in M1, M2 or M3.
There is no seperate Enable Make process that evaluates the labor resources, 'obtains' additional resources or 'disposes' of excess resources based on the labor requirements to support the Production Plan. Although one could argue that labor resources are supply chain assets (EP5 or EM5).
